Abstract: Peacekeeping has long been an integral aspect of the mission of the United Nations, but the issue of who should bear responsibility for funding these operations has been controversial from the start. When the UN went through a financial crisis during the 1960s resulting from the creation of the United Nations Emergency Force (UNEF) and the United Nations Force in the Congo (ONUC), the issue of funding for peacekeeping went all the way to the International Court of Justice (ICJ). Its 1962 Advisory Decision proved to be a landmark case in the process to resolve this contentious issue. The purpose of this paper is to examine the development of the two aforementioned operations to provide a framework of understanding for ICJ’s 1962 Decision. In doing so, this paper will offer insight into the long-term functions and goals of the security operations of the UN.
