Industrial Contract Property Management Specialists (ICPMS) have full responsibility for the oversight, monitoring and administration of Government property located at a diverse array of contractor facilities supporting acquisitions issued by the Central Intelligence Agency (CIA). The ICPMS oversees and manages the entire life cycle process for Government-owned property, both Government Furnished Property (GFP) and Contractor Acquired Property (CAP), in the possession of contractors. The types of property include equipment, special tooling and test equipment, and consumable material which may be considered sensitive or critical property requiring different methods of management and control. The ICPMS provides advice and assistance to the Contracting Officer on property-related matters during acquisition planning, contract administration and settlement of contracts with GFP/CAP. The ICPMS works closely with the Contracting Officer and Contracting Officer’s Technical Representative on disposition of Government property throughout the contract period of performance and at contract completion. The ICPMS conducts analysis/audits of contractors ensuring compliance with Federal Acquisition Regulations (FAR) and contract requirements for proper management and administration of Government property from the point of acquisition to disposition. Domestic travel is required (estimated at four to six weeks per year) to conduct on-site functions and attend required contractor meetings.
Mandatory Qualifications for all Candidates: These positions require a five year contract term employment agreement. Contract Term Agreement. Qualified applicants will have relevant experience conducting audits of property management systems, assisting with investigations of loss or damages to government property, and monitoring and evaluating contractor property control systems. Previous experience in developing, implementing, administering, evaluating, monitoring, or coordinating programs, policies, regulations and procedures for the management, control, utilization, or disposition of government property is also desired. Candidates should also be able to interpret and apply applicable contract clauses and government contracting and procurement regulations. Excellent written and oral communications skills, organizational and customer service skills, and attention to detail are essential.
Desired Qualifications for all Candidates: 24 semester hours of undergraduate work in business related courses and should have demonstrated experience and knowledge with the Federal Acquisition Regulation (FAR) guidelines and US Government contracting. Also desired are Certified Professional Contracts Managers and/or Defense Acquisitions Workforce Improvement Act certifications in Industrial Property Management.
